The water will be shut down on Wednesday, November 2 and winterization activities will begin. The bathhouse will be available for your use. We will also begin locking the gate between 8:00am on Mondays and noon on Fridays. Gate keys are available through the Board via their email -- [email protected]. Please note: We are using the same padlock that was on the gate last year so your existing keys will continue to work.
PLEASE NOTE that per Middle Township Campground Regulations, overnight occupancy on weekdays between November 1 and February 28 is strictly prohibited. Weekend and holiday usage is permitted. Given the increased scrutiny from Middle Township relative to Construction Permits, we are anticipating additional scrutiny this year relative to ALL campground regulations. PLEASE DO NOT VIOLATE the Middle Township Regulations by staying overnight on weekdays from November through February. Failure to comply with the winter regulations could result in individual fines to homeowners from the Association as well as fines from Middle Township and/or the loss of our campground license. Both Middle and Upper townships have recently taken actions to clarify building codes as a way of ensuring that campground structures are not permanent. In Upper Township, a new ordinance eliminates a popular campground addition known as a roof-over. The expressed concern was that the more habitable these campground structures become year-round, the greater likelihood someone will improperly attempt to use one as a permanent residence. Middle Township also recently adopted an ordinance change that limits what additions can be added to campground structures. Specifically, the township directed that decks and Florida rooms be purchased premade rather than built on-site. Part of the argument, explicitly made in Upper Township, is that families that live in a campground as a permanent home will end up sending kids to local schools, even though the school taxes paid do not “come close” to the cost of educating a student. In Middle, the emphasis was on viewing campgrounds as seasonal recreational sites. Those who oppose the limitations being placed on campground sites argue that the more permanent structures offer greater protection and safety from storms. The group trimmed trees, cleaned up the bushes and rocks around the pool, cleaned our street signs and posts, picked up branches around the baseball field and playground, dug a BIG ditch across Ash for a new camera line, placed the conduit, and threaded the wire. After a pizza lunch, a small group moved to the Boat Yard to replant two arborvitae and fertilize all the existing plants! And .. special thanks to Tom, Tom, and Kathie who returned on Sunday to move one of the light poles in the Boat Yard to a new location and install a new light!

Thanks in advance for your cooperation! Dear Homeowners ... Representatives from the Board and the Association's lawyer as well as several homeowners attended the Middle Township Committee Meeting last night. On the agenda was an amendment to their current Campground Regulations relative to "permanent structures". Instead of stating "no permanent structures" as in the current regulations, the amendment allows decks (built in sections) and prefab enclosures (aka Florida rooms).
The Board and our lawyer voiced our concerns relative to these prefab additions including strength, safety, availability, and cost. Homeowners in our community have been submitting plans, obtaining permits, and scheduling inspections for the "stick built" (wood frame) enclosures they were constructing up until March/April when the Township put a halt on construction permits for "campgrounds". In addition, we are not a traditional campground with a transient population; we are a condo association with long term residents who own their land and individually pay property taxes to Middle Township. Unfortunately, other campgrounds have not been following the rules. As a result, Middle Township felt they needed to put the brakes on construction in the campgrounds within their purview. And, the attached Ordinance was passed at last night's meeting. HOWEVER, all is not lost. The Mayor stated that this ordinance is a starting point and can be amended in the future. He agreed to meet with us and other campgrounds several times a year going forward to air and address concerns. And in the near future, we will be meeting with members of the Township Committee and construction officials to plead our case for "stick built" enclosures. Thank you to the homeowners who joined us at the meeting. The Board will continue to address your concerns with the Township relative to adding decks and enclosures to your mobile home. Unfortunately, the Township Meeting originally scheduled for today, Monday, October 3rd was rescheduled for Wednesday, October 5th at 6:00pm. WE DID NOT RECEIVE ANY NOTIFICATION BEFORE HAND.Several Board Members (and homeowners) drove down this afternoon to attend and present our position on the building code changes, only to find a sign on the Municipal Building door that today's meeting was rescheduled. There was no special notice on the Township website ... just a date change on the calendar. Even more disheartening, the Association's lawyer had just spoken to the Township Solicitor last Thursday. We are assuming that the date change was made sometime over the weekend given the residual rain, wind, high tides, and flooding from Ian.
Board Members are planning to return to OSC on Wednesday to attend the meeting, but we will be calling the Township offices during the day to verify the meeting is still on the calendar (before driving down). |
